Smart Petroleum Governance Policy Highlights
A Proposed Flagship Reform under the PBAT Smart Nation Initiative for the Nigerian Upstream Petroleum Regulatory Commission (NUPRC)
1. Introduction and Vision
Defines SPG as a digital transformation and governance modernization policy aimed at achieving transparency, efficiency, sustainability, and global competitiveness in Nigeria’s upstream petroleum sector.
Vision: To establish Nigeria as a “Smart Petroleum Economy” through data-driven governance, automation, and digital integrity in all regulatory processes.

Outlines five core objectives:
- Transparency and anti-corruption.
- Data integration and interoperability.
- Environmental sustainability and compliance automation.
- Investor confidence through digital governance.
- Capacity building for a 21st-century petroleum regulator.
3. Smart Regulatory Framework
Establishes a unified digital governance model for upstream regulation — replacing paper-based licensing and manual approvals with blockchain-verified digital workflows.
4. National Petroleum Data Infrastructure (NPDI)
A centralized, cloud-based national data hub integrating seismic, production, environmental, and fiscal data accessible securely to government, investors, and stakeholders in real time.
5. Blockchain for Licensing and Compliance
Adopts blockchain technology to automate and secure:
- Licensing issuance and renewals
- Revenue and royalty tracking
- Compliance verification and audit trails
6. Artificial Intelligence for Exploration Oversight
Deploys AI and predictive analytics for:
- Reservoir management
- Production optimization
- Risk assessment and incident prevention
Inspired by Norway’s “Smart Oilfields” initiative and U.S. Department of Energy’s digital oversight models.
7. Digital Transparency Portal
Launch of a public-facing “NUPRC Transparency Portal” providing open access to petroleum licensing, production, payments, and compliance records in line with EITI standards.
8. Smart Environmental Monitoring System (SEMS)
IoT-based monitoring of flaring, emissions, and environmental degradation with satellite imagery integration for real-time ESG (Environmental, Social & Governance) compliance tracking.
9. Petroleum Governance Cloud (PGC)
Creation of a secure, sovereign digital cloud infrastructure managed by NUPRC for real-time data storage, analysis, and inter-agency coordination.
10. Digital Fiscal Intelligence Unit
A smart fiscal oversight system using data analytics to track production, reconcile royalties, taxes, and detect revenue leakages automatically.
11. Smart Energy Transition Policy Linkage
Integrates renewable energy planning into upstream governance, aligning NUPRC operations with Nigeria’s 2060 Net-Zero target through digital monitoring of carbon intensity.
12. National Upstream Digital Twin Project
Develops a real-time digital twin of Nigeria’s petroleum basins and infrastructure, allowing simulation, forecasting, and decision-making from a central command center.
13. Capacity Development and Digital Literacy
Trains NUPRC staff and industry stakeholders in digital governance, AI, cybersecurity, data analytics, and blockchain compliance.
14. Smart Policy and Legal Reform Alignment
Aligns existing petroleum laws and regulations with smart governance principles — updating the Petroleum Industry Act (PIA) provisions to include digital regulatory mechanisms.

Implements a cybersecurity regime to protect critical petroleum data infrastructure and ensure Nigeria’s digital energy sovereignty.

20. Smart Audit and Risk Management System
Uses machine learning to detect anomalies in production reporting, fiscal records, and corporate disclosures.
21. Research, Innovation, and Collaboration Hub
Creates a Smart Petroleum Innovation Lab under NUPRC for R&D collaboration with universities, startups, and international partners.
22. Sustainability and Green Governance
Adopts ESG-aligned frameworks and AI-based tools to guide the transition toward cleaner upstream operations and sustainable resource management.
23. Performance Monitoring and KPIs Dashboard
Establishes digital dashboards tracking regulatory efficiency, project approvals, fiscal compliance, and environmental performance in real-time.
24. International Cooperation and Benchmarking
Engages Norway, UAE, Saudi Arabia, and U.S. agencies for technology exchange, capacity building, and joint research on smart governance in the petroleum sector.
25. Implementation Roadmap and Governance Structure
Outlines a 5-year phased roadmap:
- Phase 1 (Year 1): Infrastructure, policy alignment, capacity building.
- Phase 2 (Years 2–3): AI, blockchain, and NPDI deployment.
- Phase 3 (Years 4–5): International integration, sustainability monitoring, and full automation.
